Born on February 1, 1965 in Ceyhan, Kemal Uğurlu completed Namık Kemal Primary School in 1976 and Yaldır Kardeşler Secondary School in 1979. In 1982, he was awarded a place at Cerrahpaşa Faculty of Medicine, Istanbul University. After studying there for two years, Ugurlu continued his education in France. Returning from France Kemal Uğurlu graduated from Cerrahpaşa Faculty of Medicine in 1989 and received the title of Medical Doctor.
He started his specialtist training in France and respectively completed his residency and received received his licence to practice from Vakıf Gureba Hospital Plastic, Aesthetic and Reconstructive Surgery Clinic on June 26, 1996.

In 2011, he received certificate of minor expertise in the field of Hand Surgery.
In 2012, he received a certificate of proficiency in Oral-Maxillofacial Surgery.
He speaks good English and French. Kemal Uğurlu received the title of Associate Professor in 2005 and Professor in 2013.
Between 1997 and 2011, he worked in the Plastic and Reconstructive Surgery Clinic of Şişli Etfal Training and Research Hospital.
Dr. Kemal Ugurlu currently examines his patients in his private clinic and performs his operations at a private hospital.
